Minutes:

No declarations were raised under this item; however, Cllr Rich Rogers under item 7 – Area Board Grants, noted for openness that his daughter attended the youth club of the Winterslow Youth Zone. Cllr Rogers did not take part in the discussion or the vote on that application.

Chairman's Announcements

To receive Chairman’s Announcements

 

Minutes:

Since the last meeting, significant progress had been made in fostering community engagement and addressing key priorities within the Area Board.

 

Recent Achievements:

 

The Board successfully hosted the inaugural Area Board Summer Social on July 15th. This event provided a wonderful platform for bringing together our community partners and served as an opportunity to showcase their dedicated efforts and remarkable achievements. Additionally, it offered a forum for open discussions regarding the future priorities of the Area Board.

 

Over the summer a scoping meeting of the Health and Wellbeing Group was also held, with attendees including key stakeholders who engaged in meaningful conversations regarding the future direction of our work in this area, including setting out the Terms of Reference for the group and agreeing key priorities.

 

Upcoming Events:

 

An ‘Ask the Leader’ Event would be held on 26 September at Alderbury Village Hall. This event would provide an invaluable opportunity for community members to engage directly with Council Leader, Richard Clewer. Attendees will have the chance to ask questions and gain insights into our council's vision and plans.

 

A volunteer event was planned for early 2024. The intention was to invite community partners to participate actively in promoting and encouraging community volunteering. This initiative aimed to offer support to local groups and address any concerns they may have.

 

Also in the pipeline for early 2024 was an "All Things Roads" event. This event would provide a comprehensive platform for discussing various road-related matters, with a focus on improving the community's transportation infrastructure.

 

These endeavours highlight the Boards commitment to build a stronger and more engaged community. The Chairman looked forward to the continued collaboration and success of the Area Board and encouraged all members to actively participate in and support these initiatives.

Rebecca Bone, Head Teacher of Winterslow Primary School gave a presentation on some key areas of work at the school.

 

There was a strong value of local places and green spaces, which were felt to be vital for wellbeing.

 

Providing skills to become ‘agents of change’ in their community and healthy and resilient citizens for the future.

 

Sustainability played a big part in many areas of work at the school, with initiatives such as an outsideuniform swap, accessible for all, recycling centres, partnership working with food providers to encourage more vegetarian meals and lower food miles, a sustainability QR code quest around school and regular eco weeks.

 

There were wildlife areas and a coral reef project for the young people to explore and learn from. This year the school was attempting to achieve ‘No Single Use plastic’ status.

 

The School also had solar panels, which provided electricity to use at the school and any extra was given back to the Grid, in exchange for money.

 

A DFE Grant was spent on adding Insulation throughout our loft spaces and replacing the remaining lighting to LED lighting.

 

Future projects included an air source heat pump for the pool and increased community engagement. 

 

Rebecca welcomed ideas and volunteers to visit the school to provide educational talks.

 

 

Community Policing – local issues and priorities

The Police report was published online as Supplement 1 to the agenda. The Police Road Traffic Safety data was available within the agenda pack.

 

PC Harry Murphy provided a verbal update on behalf of Inspector Tina Osborn. Some of the key points included:

 

·       A reduction in non-dwelling burglaries and keyless vehicles

·       A spate of burglaries had occurred in Broad Chalk & Landford. Patrols would take place during late evenings to deter repeat offenders. The importance of marking property, specifically garden tools & machinery items was noted.

·       Rural crime continued to be a key focus of the Neighbourhood Policing Team, with a continuation of rural operations with partners and engagement with farmers in the rural communities.

·       Now that the Schools were back the Policing Team had been attending as many as possible to highlight road safety issues.

 

·       Another recent area of work in July & August was around tackling rogue traders. The Team had worked closely with Trading Standards to gain intelligence gained which was then shared with partner agencies.

 

·       Following reports of motorbikes along the footpaths in Longhedge and at Old Sarum, patrols were able to stop and ceased vehicles.

 

·       Close working with Wiltshire Council on Public Space Protection Orders to tackle catapult use. There would also be a public consultation on this soon, people were encouraged to feed comments in.

 

Questions:

 

·       The published Community Speedwatch (CSW) stats did not include those for the Porton CSW Group.

Answer: PC Murphy would take that back to the team for a response.

The Board noted the budgets remaining for allocation at the meeting and heard from representatives in attendance who gave a brief overview of their project followed by any questions by the Board.

 

 

Older & Vulnerable Adults Grants:

 

Wiltshire Music Centre – Celebrating Age project, requested £1,500

The Applicant Rebecca Seymour spoke in support of the project.

 

Cllr Zoe Clewer moved the motion to award in full. This was seconded by Cllr Ian McLennan.

 

Resolved

Wiltshire Music Centre was awarded £1,500 towards the Celebrating Age project.

Reason – The application met the Community Area Grants Criteria 2023/24

 

Bourne Valley Day Centre for the Elderly – Running Costs, requested £3,593.65

The Applicant Nicki Coleman spoke in support of the project.

 

Questions & comments:

 

·       As the request was for a large sum, it would be useful to work with the applicant to find out more about the project before awarding the full amount.

·       Had the applicant looked at the replacement fund the council had put in place? Answer: We had a meeting 1 year ago but did not find that helpful. We were advised that there was funding for individuals if they need help attending the day centre. Our guests don’t need that sort of help.

·       Did you apply to the Board for funding last year?

Answer: Yes for entertainment.

·       Karen Linaker explained that as the current application had been submitted in a new financial year, the Board was able to consider this application. 

·       What were the professional fees listed on the application?

Answer: We have a paid organiser.

·       The Club would need to consider future viability. 

·       The application lists fundraising, would you put the boot-sale back in this year and what else would you be doing?

Answer: There was scope to do more however no time for a boot sale this year now, so would look to do that in the new year. Pre-covid we did more, we need to get the momentum going again to start those activities. If we imposed an annual fee that could bring more funds.

·       Did you have a rough figure of a total including the other events for a  typical year?

Answer: The Fun-Day raised £1200, the boot sale on a good day could have raised £500-£700.

 

Cllr Richard Britton moved the motion to award in full. This was seconded by Cllr Ian McLennan.

 

The Chairman asked whether an amendment would be accepted, to award a total of £3200, as there were limited funds remaining and all grant applications to the Older & Vulnerable budget could not be met in full.

 

Cllr’s Britton and McLennan accepted this amendment.

 

The Board noted that the applicant should work towards becoming sustainable for next year. The applicant welcomed any guidance or support which could be given to achieving this.

 

Resolved

Bourne Valley Day Centre for the Elderly was awarded £3,200 towards running costs.

Rural Youth Outreach Project

The Area Board is asked to earmark £5,000 for year 3 of the Rural Youth Outreach Project, based on the outline list (attached).

The Area Board considered the request to earmark £5,000 from the Youth Budget, to be used for year 3 of the Rural Youth Outreach Project. An outline of the proposed provision was provided within the agenda pack.

 

Cllr Zoe Clewer moved the motion to earmark £5,000 of Youth Funding to year 3 of the Rural Youth Outreach Project.

 

This was seconded by Cllr Ian McLennan.

 

Resolved:

 

That the Southern Wiltshire Area Board earmarked £5,000 from the Youth Budget, for the provision of year 3 of this project.

Health & Wellbeing Working Group

The Area Board is asked to endorse the Working Group’s new Terms of Reference and note the latest update from the 17 August meeting (documents attached).

The Area Board noted the update from the last meeting of the Health & Wellbeing Group, held on 17 August 2023 and considered the new Terms of Reference document attached to the agenda.

 

The Chairman, Cllr Rich Rogers oved the motion to endorse the Health & Wellbeing Terms of Reference.

 

This was seconded by Cllr Richard Clewer.

To note the minutes and consider any recommendations for funding arising from the last LHFIG meeting held on 15 August 2023, as detailed in the attached report.
