Minutes:

The Chairman welcomed everyone to the meeting of the Royal Wootton Bassett & Cricklade Area Board and introduced the councillors and officers present.

 

Caroline Gray – Community Banker, Natwest was thanked for her financial advice re scams which was given during the networking session.

Strengthening our Communities

An introduction to the role of the Wiltshire Council highways team.

 

Adrian Hampton (Head of Local Highways - South) and Bill Parks (Head of Local Highways - North) will cover:

 

·         Maintenance of roads and the costs of repair

 

·         Prioritisation of highway repairs

 

·         Road safety improvements and the Community Area Transport Group process (CATG)

 

·         Responsibilities relating to local highways.

 

 

Cllr Bridget Wayman - Cabinet Member for Highways, Transport and Waste will be in attendance to help answer any of your highways queries. Questions to be submitted in advance (at the earliest opportunity) to alexa.davies@wiltshire.gov.uk, 01249 706610.

 

 

Cllr Jacqui Lay will provide information about the Lorry Watch Scheme.

Adrian Hampton (Head of Local Highways - South) and Bill Parks (Head of Local Highways - North) gave an introduction to the role of the Wiltshire Council highways team which highlighted topics including:

 

·         Maintenance of roads and the costs of repair

·         Road safety improvements and the Community Area Transport Group process (CATG)

 

·         Responsibilities relating to local highways.

 

·         What is a pot hole

 

·         The use of the My Wiltshire app

 

·         Joined up thinking with utility companies

 

·         The importance of maximising the Wiltshire Council highways budget.

 

·         Technical surveys and the use of artificial intelligence.

 

 

Cllr Bridget Wayman - Cabinet Member for Highways, Transport and Waste was also in attendance to help answer any of the highways queries.

 

The Chairman thanked Cllr Wayman, Adrian Hampton and Bill Parks for their presentation.

 

 

Cllr Jacqui Lay gave a short presentation that outlined the Lorry Watch Scheme.

 

Points made included:

 

·         That the scheme was very much volunteer led.

 

·         That a pilot scheme was running in Bradford on Avon.

 

·         That some 200 prosecutions had already been carried out.

 

·         That volunteer leaders were needed to lead local teams of volunteers.

 

·         That the volunteer groups would be registered with the local Police.

 

The Chairman thanked Cllr Lay for her presentation.

Grant Funding

 

Decision

Broad Town Parish Council awarded £794.97 towards new football goals needing replacement (deferred application from previous meeting) with a proviso that the Parish council would need to precept for any future replacements.

 

Decision

Tockenham Village Hall Committee awarded £3,130 towards a storage unit for Tockenham

 

Decision

Broad Town Village Hall awarded £3,000 towards the refurbishment of kitchen and toilets

 

Decision

Lyneham Primary School awarded £2,000 towards the creation of a forest school area for pupils, with the condition that the £2,000 would only be awarded if other funding was successfully found.

Lydiard Millicent Parish Council awarded £3,000 towards path improvement of the public footpath behind The Sun pub

 

Decision

Royal Wootton Bassett Leg Club awarded £2,000 towards equipment costs for the Heel2Heal project

Marston Meysey Playpark awarded £5,000 towards refurbishment of the village playpark

 

Decision

North Wilts Woodturners Association awarded £1,588 towards a training equipment update

Cllr Bob Jones expressed his concern that the Area Board is being asked for grant funding from Parish Councils who should be using their precept to fund projects. He agreed to circulate the comparative precepts for the parishes in our Community Area.
