To announce the results of the distribution of the Local Transport Plan (LTP) Area Board ‘Substantive Highway Scheme’ budget of £150,000 in 2022/23.

I approve that the results of the Substantive Highway Scheme funding mechanism as set out in Appendix 2 be approved.

This decision was published on 4^th January 2022 and will come into force on 12^th January 2022.   

This report sets out decisions requested from Area Boards held online between 1 – 30 November 2021.

Two Area Board meetings held online have been accessible to the public via Microsoft Teams for those wishing to take part and contribute to discussions on grant funding, decisions on delegations and key priorities. In addition, meeting recordings could be viewed through a link provided on the agenda and meeting page from the council website (published 5 clear days in advance).

This report seeks a decision from the Leader of the Council to confirm decisions, following the discussions and recommendations at the online Area Board meetings. It is not possible for some Area Boards to formally make the decisions at this time as they have not met in-person due to the COVID-19 pandemic.

I approve that all funding decisions, decisions on delegations, and key priorities taken at Area Boards held online between 1 – 30 November 2021, be approved.

The decision was published on 3 December 2021 and will come into effect on 21 December 2021.

To:

(i)               Consider the comments received following the formal advertisement of proposed No Waiting at Any Time restriction on Bellefield Crescent and the introduction of two new signal-controlled Toucan crossings on Hilperton Road, Trowbridge.

(ii)              Recommend the making of the Traffic Regulation Order (TRO hereafter) as advertised.       

I approve that the proposed TRO’s be implemented as advertised. 

This decision was published on 09/12/21 and will come into force on 17/12/21.   

To consider the results of the public consultation and technical assessment on the Tranche 2 Active Travel cycle scheme between Hilperton and Melksham and recommend a way forward.

I approve that Implementation of a cycle route utilising Byways HILP21, HILP22 and SEMI19A be progressed, omitting the point closure on Devizes Road, Hilperton from the overall scheme. The point closure on Devizes Road will be subject to further, separate, statutory consultation.

This decision was published on 02 December 2021 and will come into force on 10 December 2021.

To consider the comments received following the formal advertisement of the proposed Traffic Regulation Orders associated with the introduction of speed limits for the A361, A4 and A4361 at Avebury, Berwick Bassett, Broad Hinton, Winterbourne Bassett and Winterbourne Monkton and to identify an appropriate way forward.

            I approve that:

(i)               The proposal be implemented as advertised.

(ii)              The objectors be advised accordingly.
